A. FOR THE CAPTURE PART:

WinDV
As far as I am concerned, it is the best.
It may have to do with the fact that's also the only one I know of...

As for converting in order to burn to DVDs, that's a trickier thing to do...

How do i get my videos off of my dv video camcorder onto my computer ?
Q. i bought a video capture pci card, but i can only plug in the composite video
the videos have no sound ???
am i missing something?

A. DV (Digital Video) camera connected to a composite video input connector? You will loose quality. The composite connector will only capture video. You must also connect the audio to the computer, is there a audio connector that you connect to the microphone connector on your computer? You will need to configure your software to select the video and audio source.
Is there a USB or Firewire connector on the camera? Please check the manual. USB and Firewire will allow you to capture a higher quality of video.
